[DC5] Public switch issue - room 1 rack C63

We have noticed issues with the DC5 public switch room 1 rack C63, with which some flapping occurred.

After having confirmation it was not a one-time issue such as an unexpected reboot, our on-call datacenter artisan found the QSFP optic to be degraded and therefore replaced it on November 21st at around 5 AM UTC.
