[Elements] Load-balancers unavailability

Resolved

While some load-balancer services were reloaded at 9:25 UTC, NAT rules were not announced. The unavailability lasted for about 30 seconds, during which the service was unreachable.

Some of our other products depending on load-balancers (e.g. Kubernetes Kapsule, Container Registry…) may have been temporarily unavailable following this short incident while they were recovering from the loss of connection.
