[DC5] RPN and public switch issue in DC5 Room 1 Rack B64

The public switch has been replaced and reconfigured.
It is now up and running and public connectivity is available again on the rack.

The RPN switch has come back up.
We're now replacing the public switch.

Investigating

We have detected that public and RPN switches were down in DC5 Room 1 Rack B64.
Servers in that rack currently have no network access and are unreachable.
