[Secret Manager] - Permission Migration

On Wednesday, July 15th, 2026, we will implement a breaking change to the Secret Manager API as part of our permission system migration.

Before July 15th : project_id and organization_id are optional in ListSecrets calls
After July 15th : One of these parameters becomes required in ListSecrets calls
