[VPC] [FR-PAR] VPC Edge routers fix deployment in FR-PAR

From Tuesday morning at 10:00 CET, we will deploy the fix related to last week's incident.
We expect only a few perturbations to occur while we process all VPC Edge routers in the FR-PAR region.
The maintenance is expected to last a few hours to patch all VPC Edge routers in all FR-PAR availability zones.
