[VPC] - [PAR2/PAR3] - VPC infrastructure upgrade

As part of a required update to a component related to our VPC infrastructure, a maintenance has been scheduled. It will be at the hypervisor level in the fr-par-2 and fr-par-3 Availability Zones and scheduled for Thursday, September 10th, from 09:30 to 16:30 (Paris Time). During this time, a network interruption of up to one minute may occur during the day in the following cases:

- Communications between Private Networks (via the vRouter)
- Communications within the same Private Network across multiple Availability Zones
- Communications within the same Private Network between Instances and Elastic Metal servers.
