[DC3][DC5] - RPN DC5-DC3 failure during maintenance

During an isolation procedure for RPN DC3-DC5, all the BGP sessions were reset for unknown reason.
One link was still working, so around half of the RPNv2 traffic between DC3-DC5 RPN was impacted.
